While the southern tier of the Gulf relies on the Red Sea and the Gulf of Oman, Iraq faces a different geographical dilemma. Heavily dependent on southern terminals that empty directly into the Persian Gulf, Baghdad has suffered severe revenue shocks during periods of maritime disruption.

To break this cycle, Iraqi officials have revived ambitions to push hydrocarbons northward. Plans involve rehabilitating and expanding pipeline networks connecting northern oil fields to Mediterranean ports in Turkey and Syria. As billions of dollars of steel, pumps, and terminal facilities come online over the next few years, a staggering percentage of Persian Gulf oil will permanently forsake the Strait of Hormuz. Yet, physical concrete and steel cannot completely insulate the global economy from deeply rooted regional hostilities. Engineering projects mitigate supply shocks, but true energy security requires an elusive harmony that no pipeline can manufacture. The race to outrun the strait continues unabated, driven by the cold reality that vulnerability is no longer an acceptable cost of doing business.
