It is a comforting lie. It absolves planners, engineers, and developers of responsibility.

Earthquakes do not kill people. Buildings do. Or more accurately, garbage zoning laws, compromised structural engineering, and the systemic willingness to trade long-term safety for short-term retail foot traffic do. When a modern commercial mall pancake-collapses while surrounding structures stand completely unbothered, blaming the tectonic plate is a coward's game.
