It is a lazy narrative. And it is completely wrong.

For decades, infrastructure projects like hydropower plants and riverside settlements have been rushed into high-risk gorges without factoring in extreme glacial hazards. Planners look at historical flow charts that are rendered obsolete by rapidly warming alpine environments. Building run-of-river projects without real-time upstream breach detection is financial and human Russian roulette.
